If you are looking for some information about the Motu Proprio in advance of its publication, Fr Z has a
summary of points from an article by Andrea Tornielli in
Il Giornale. As Fr Z highlights, the permission is expected to extend not only to the old rite of Mass but also the older rites of all the sacraments.

Will that include the old form of the Breviary ?
I haven't seen any indication of this - we will have to wait and see the text. But if the Mass and the sacraments are allowed in the old rite, I don't think there is going to be much of a quibble if priests want to say the old breviary.
Fr Tim - I have seen the details of the MP and I'm afraid that it is unremarkable. As Reggie Foster predicted, Benedict has avoided controversy following his problems a year ago.
This MP is a huge mistake and with Westminster and New York both open he should have placed sympathisers in those sees first before moving. The latter of those two is not too difficult a problem but England is a nightmare!
This has been badly handled and looks like a defeat for the Holy Father. He should have issued a low key statement a year ago then waited. Positioned his sympathisers in key sees (although where such a person exists in England I simply don't know!) then gone for the MP.
