Strange. It looks like the Government take ownership of the BBC rather seriously..
The BBC omission is easy to explain; Anjoum Noorani has been moved to the government department which deals with the BBC licence fee. "Aunty Beeb" is probably scared about what will come from his first brainstorming session!
There's the same level of coverage in the Independent, the Times and the Guardian.
