Bishop criticises "flat and safe" episcopal conference statements

A couple of weeks ago, I received a copy of Bishop O'Donoghue's new document "Fit for Mission? Church". It had been sent to a number of recipients, one of whom forwarded it to me. It was followed up by an email to those recipients saying that it was not released until the end of the month. I understand from Damien Thompson's blog "Holy Smoke" that the release date is today so I hope that I have kept the embargo properly.

Bishop O'Donoghue takes an honest and hard look at the life of the Church in his diocese. He asks why so many Catholics have stopped going to Mass and to Confession, why there are so few Catholic marriages, why the seminaries are almost empty and monasteries and convents closing. He examines the four major documents of Vatican II, emphasising very strongly that they must be read according to a "hermeneutic of continuity." Throughout the document, he upholds the teaching of Humanae Vitae and strongly reaffirms Catholic teaching on family life.

The part of the document likely to generate most interest is where Bishop O'Donoghue shares his concerns about the working of the Conference of Bishops. He says:
I must admit that during my 15 years as a bishop I have increasingly come to share certain concerns about the relationship between individual bishops and the National Conference:
  • Due to the division of areas of responsibility among the bishops, such as education, liturgy, healthcare, migrants etc, there can often be reluctance among the rest of the bishops to speak out on these issues, as if somehow they had handed over their competence in these areas to the responsible bishop and his particular committee. For example, there seemed some surprise in some circles that I had issued my teaching document, Fit for Mission? Schools.
  • I must register, too, my disappointment that our Bishops’ Conference recently could not agree a collegial response to the Government’s legislation on same-sex adoption.
  • The problem with attempting to arrive at a consensus among bishops with, sometimes, divergent views, is that Episcopal Conference statements and documents have a tendency to be often flat and ‘safe’ at a time when we need passionate and courageous public statements that dare to speak the full truth in love. The effort to achieve a consensus results – as Cardinal Ratzinger so aptly expressed it – often in the loss of the ‘scandal’ and the ‘folly’ of the Gospel, so that we are no longer the ‘salt’ and ‘leaven’ so urgently needed.   • Agencies and Commissions of national conferences must surely uphold the fullness of the Church’s teaching, particularly doctrinal and moral teaching, in their collaboration with secular agencies. I’m thinking in particular of agencies with a responsibility for education or economic development. The staff of these agencies are often in a position to witness to the truth of the Church’s teaching on, say, the theology of the body with its positive refutation of pre-marital sex, ‘safe sex’, or artificial birth control, in their dealings with government departments and committees. There must be no backpeddling on these issues just because certain truths are unwelcome in the corridors of power.
  • Sometimes the Secretariats of Episcopal Conferences forget that they are the servants of the bishops, and so their staff take it upon themselves to decide what is best, i.e. setting the agendas of conference meetings. It needs to be re-iterated that bishops have not delegated their authority to the committees and staff of the Catholic Bishops’ Conference.
  • In Anthony Howard’s official biography of Cardinal Basil Hume, he writes that his Eminence left behind a ‘semi-autonomous Church’. (Anthony Howard, Basil Hume, p. 321). Leaving aside the question of the truth or otherwise of this observation, I think it succinctly identifies the danger inherent in the workings of national episcopal conferences. We must guard against the Catholic Church degenerating into local churches who consider themselves almost autonomous in some respects from the See of Rome.
  • It is not acceptable for us to dismiss documents issued from Roman Dicasteries, saying, ‘That’s for others, not for us! We don’t have that problem here’. Such an attitude can sometimes result in documents and statements from the Holy Father’s Dicasteries not being given the serious attention they require. There must be an active dialogue between the local church and the Holy See.
  • We must never forget that for each local church to be fully Church, there must be present in it the supreme authority of the Church: the Episcopal College together with their head, the Supreme Pontiff, and never apart from him. As the Congregation for the Doctrine of the Faith puts it, ‘we must see the ministry of the Successor of Peter, not only as a ‘global’ service, reaching each particular Church from ‘outside’, as it were, but as belonging already to the essence of each particular Church from ‘within’ (CDF, Letter to the Bishops of the Catholic Church on Some Aspects of the Church Understood as Communion, 13).

Perhaps if more of our Bishops were as sharp and outspoken as Bishop O'Donoghue we would not now be facing the 'Modern Britain' that is fast becoming the world leader in anti-life and anti-family government sponsored policy.

The following is from today's LifeSite News and shows that there is little alternative to NuLabour when the Conservatives wheel out this kind of craziness. Laugh hysterically and hope it's sheer nonsense as the other alternative is to scream!!!!

Talk a Woman out of Abortion in the UK? Two Years Jail

LONDON, August 26, 2008 (LifeSiteNews.com) - Crisis pregnancy centres, as well as doctors, nurses and midwives, may be subject to prosecution and a two-year jail sentence if they convince a woman to forego an abortion. Under a proposed amendment to the Human Fertilisation and Embryology Bill, those groups advertising services to pregnant women who provide "false information" or even information that is "factually correct" that convinces a woman to change her mind about abortion, will have committed an offense.

Tabled by one of David Cameron's Tory MPs, John Bercow, the amendment says, "It shall be an offence to deliberately mislead through advertising in relation to the termination of pregnancy and alternatives thereto." Bercow has recently gone on record in support of an effort to bring explicit "sex-education" to six-year-old children in mandatory school curriculums.

The amendment continues, "Any person, association or body corporate shall be guilty of an offence" if they provide "material which ... contains false information and is untruthful .. or in its overall presentation deceives or is in any way likely to deceive the average person...even if the information is factually correct".

An offense will have been committed if the information given "causes or is likely to cause the average pregnant woman to take a decision in relation to the termination of her pregnancy she would not have taken otherwise."

The Society for the Protection of Unborn Children said that while no one could argue against a law prohibiting false advertising, the amendment is a targeted blow against the pro-life movement in Britain. SPUC believes it may specifically be a backlash against their information pamphlet "Abortion - Your Right to Know" which "several hundred GPs now carry in their surgeries".

Groups that may be affected include the Good Counsel Network, a London women's centre that advertises in the same places as the abortionists and pray for many "clients" to come to them. Another is a small group of sisters, the Sisters of the Gospel of Life, founded in the diocese of Glasgow in 1997 by the late Cardinal Winning, who provide a range of services for women in unexpected pregnancies.

Among the most familiar tactics of the abortion lobby is the accusation that crisis pregnancy centres (CPC) "lure" in pregnant women with false or misleading information refuting the assertion that an unborn child is nothing more than a "blob of cells" or "tissue". Planned Parenthood's Teenwire website says, "It's common for CPCs to use misleading films, ultrasound pictures, and written materials to scare and emotionally manipulate women into continuing their pregnancies."

"By presenting women with false information about abortion and the development of the fetus, CPCs threaten women's abilities to make informed choices."

John Smeaton, director of SPUC, responded saying, "It is ironic to see pro-life organisations being accused of inaccuracy by an organisation which claims on its website that the unborn child does not become a baby until birth." Smeaton warns that it is the word "lured" that is "most insidious, implying criminal activity, manipulation and entirely sinister motives."

In a briefing on the HFE bill, SPUC says that Bercow's amendment may be aimed at the Brighton counselling centre that advertises abortion counselling, but doesn't provide abortion, and "may be costing trade" for BPAS, the British Pregnancy Advisory Service, one of Britain's largest government-funded abortionist groups.

SPUC points out that the amendment cuts both ways, with abortionist groups such as BPAS charging either the public or the NHS for their "services". "In terms of termination of pregnancy services, women should also be informed if a counselling service has a financial interest in providing pregnancy termination services.

In Holy Smoke's original post, Damian alleged that Bishop Patrick was responsible for financial problems in the diocese of Lancaster. This is completely backwards. Bishop Patrick discovered soon after his appointment that the finances were in a catastrophic state and he took very decisive action to rescue the diocese from bankruptcy. Thank God for POD.

Fr. Tim,

I'm glad that Bishop O'Donoghue has spoken the painful truth on this subject, echoing comments made 25 years ago by Cardinal Ratzinger. If one entity needs "Fit for Mission" treatment, this surely is it.

Now that the Bishop has spoken, it will be much more difficult for defenders of Bishops' Conferences in their current form to dismiss all criticism as the rantings of a conservative "lunatic fringe" in the blogosphere.

Can I suggest that Bishop O'Donoghue should maybe follow up his critique with a detailed "Fit for Mission" plan of action for reforming the current structure, based on his long experience of being part of it?

Radical reform is urgently needed as we have ended up with a Gallican-type entity in tenuous communion with Rome -- a "Cabrini Bishops' Conference" if you'll forgive the expression.

Somewhere Ronald Knox says that the most important characteristic of a priest is kindness. Bishop O'Donoghue certainly fulfills that criterion. When I acted as a lawyer for the Church and had certain difficulties I always found him approachable, understanding, ready to listen, discreet and humble. His major concern was always the truth. When somebody so unassuming speaks out he needs to be listened to with the greatest respect.

Well, the Bishop of Lancaster has certainly made the headlines in the Catholic Herald (29 August).

This in itself is very significant. It appears that in England & Wales it is now a newsworthy event when a Catholic bishop speaks out in defence of the Catholic faith.

But it is true !
No other English bishop has publicly spoken out quite like this in forty years !

May other bishops soon join their voice to his. He surely can't be the only one who thinks these things, can he ?

Living in the heart of the Lancaster Diocese it is difficult to form an unbiased opinion so I will not speak what I truly feel since it may not be prudent to do so in such a public arena. It will, however, be interesting to see how this document is accepted by the people of the diocese. After eighteen months of Fit for Mission? many of us get the feeling that we are 'fit for nothing' and some 'fit to drop' out of sheer exhaustion trying to defend the proposed closure of churches in their deaneries. There have been many tears and much gnashing of teeth over the Fit for Mission proposals. Many of us, after reading Fit for Mission? Church will start to wonder why Bishop Patrick asked us all so many questions at the start of the Fit for Mission? Review, when it is obvious now who and what is the cause of the demise of the Catholic Faith in this country!
